Stoney Creek application at 1310 South Service Road seeks Costco parking expansion and room for two nine-storey buildings
An application for 1310 South Service Road in Stoney Creek would let Costco add 204 parking spaces and change height policies to allow two nine-storey buildings with 230 homes. Comments are due November 25; a public meeting is scheduled for December 1, 2026.
The details
What is proposed
The City of Hamilton has deemed complete an application for an Urban Hamilton Official Plan Amendment and a Zoning By-law Amendment for 1310 South Service Road in Stoney Creek (Ward 10), file DPA-2026-00343, submitted by Forum Properties. The City issued notice on September 18, 2026.
On the southern part of the lands (Block 1), the applicant asks to redesignate the land from "Neighbourhoods" to "District Commercial" in the Urban Hamilton Official Plan, and from "Medium Density Residential 2" to "District Commercial" in the Fruitland-Winona Secondary Plan, and to rezone it from the Mixed Use Medium Density (C5) Zone to the District Commercial (C6) Zone. The notice says this would permit an expansion of Costco's existing surface parking lot and align the zoning with the rest of the larger Costco Wholesale site.
On the northern part (Block 2), the official plan amendment would modify Site Specific Policy "Area O" in the Fruitland-Winona Secondary Plan to change maximum building heights on parts of the block, to permit a residential development. The notice says the residential development is not part of the current zoning application and will be addressed through a future, separate application.
