What is proposed

The City of Hamilton has issued a notice of complete application for a zoning by-law amendment at 1310 South Service Road in Stoney Creek (Ward 10), file DPA-2026-00471. The notice, published October 26, 2026 and issued by the Legislative Coordinator, Planning Committee on October 23, says the applicant, Forum Winona Inc. (c/o Toby Singlehurst), is proposing to develop two nine-storey multiple dwellings including 249 dwelling units.

The City's September 18 notice for file DPA-2026-00343, from Forum Properties c/o Mr. Toby Singlehurst, seeks to redesignate and rezone the southern block of the lands so Costco's surface parking lot can expand, and to change height policies on the northern block to permit residential development. That notice described two nine-storey multiple dwellings on the northern block with 115 units each, 230 in total, and said the residential development was not part of that zoning application and would be addressed through a future, separate application.

The new notice lists DPA-2026-00343 as a related application on the same property. It does not say which part of the lands the 249 units would occupy, and it gives no unit breakdown, parking count or tenure. The September notice, as posted on October 28, still gives that file's comment deadline as November 25 and its public meeting as scheduled for December 1, 2026.

How to comment

Comments on the new file go to the Planning Division by November 18, 2026, referencing the address and file number, and the City says they will be considered and included in the staff report. The notice names Mark Michniak, Senior Planner, as the contact. The application and supporting information can be viewed at the Planning Division office at City Hall, 71 Main Street West, from 8:30 a.m. to 4:30 p.m., Monday to Friday. The City says a separate notice will be mailed to confirm the public meeting date.
