Krpan Group asks Hamilton to change the holding conditions on 522 Highway 6 and Horseshoe Crescent lands in Flamborough so a subdivision can proceed
The City of Hamilton has deemed complete a Krpan Group application to modify the H1 holding conditions on high-density residential lands at 522 Highway 6 and 30–50 Horseshoe Crescent in Ward 15, so a subdivision can proceed. No public meeting date is set.
The details
What is proposed
The City of Hamilton has deemed complete an application for an Urban Hamilton Official Plan Amendment and a Zoning By-law Amendment for 522 Highway 6 and 30 and 50 Horseshoe Crescent in Flamborough (Ward 15), file DPA-2026-00272, submitted by The Krpan Group. The City published notice on September 25, 2026.
The notice says the applicant proposes to modify the conditions contained in an existing holding provision (H1) of the High Density Residential (R8-2, H1, H2, H3) Zone, Modified, Holding, in the Flamborough Zoning By-law No. 90-145-Z, in order to permit the development of a residential subdivision. The modifications would address the conditions of the holding provisions on the lands while also reorganizing the remaining conditions as individual holding provisions.
The City's development applications records describe the request as amending the existing holding provision to modify the sanitary servicing condition and to remove the Conservation Halton condition, based on additional work completed to date. The notice does not state how many homes the subdivision would contain, and HamiltonIQ has not seen a draft plan.

What a holding provision does
Under section 36 of the Planning Act, a municipality can put an "H" holding symbol on a zone. The uses the zone allows cannot proceed until Council removes the symbol, which it does once the conditions attached to it are met. Conditions commonly cover servicing, such as sanitary sewer capacity, and the requirements of agencies such as a conservation authority. This application changes the conditions rather than removing the symbol.
